Schweden als Musterland des E-Government

Informations- und Kommunikationstechnologien haben den Anfang der grundsätzlichen und essentiellen Veränderungen auf der Staatsebene verursacht. Das Thema der neuen Medien und ihren Einfluss auf Politik-, sowie Gesellschaftsstruktur bildet den Schwerpunkt dieser Diplomarbeit. Die Autorin konzentriert sich vor allem auf dem Aspekt E-Government, seiner Definition und Anwendung, wie auch Entwicklungstendenzen in Schweden. Der skandinavische Staat wird als das beste Beispiel des Electronic Government bezeichnet und als Beweise werden die Reformforschritte in der schwedischen Verwaltung, Regierung und Gesundheitssystem im Bereich Informations- und Kommunikationstechnologien vorgelegt. Als theoretische Grundlage der Diplomarbeit wird Good Governance genannt, welche in einem engen Zusammenhang mit dem Konzept E-Government steht. Die Autorin versucht, die gemeinsame Basis zu finden und zu beweisen, dass Elektronic Government eine Ergänzung, sowie Erfüllung der Grundvoraussetzungen von Good Governance ist. Die Grundannahme der Diplomarbeit bildet die Überzeugung, dass Schweden als Musterland von E-Government betrachtet sein sollte. Es wurden also mehrere Fakten im Bereich E-Government-Entwicklung gegeben, sowie die statistischen Daten angebracht und analysiert. Die genaue Forschung und persönliche Erfahrungen führen zu den Schlussfolgerungen, dass Schweden als der bestentwickelte Staat in Europa auf dem Gebiet Informations- und Kommunikationstechnologien gilt und könnte für andere Länder als ein gutes Vorbild dienen. Wesentlich ist auch das Demokratieprinzip, welches durch neue Technologieinitiativen Vollunterstützung gewinnt. Dies wurde mehrmals in der Diplomarbeit berührt, weil E-Government nicht nur ein gut funktionierendes Regieren ist, sondern auch direkte Bürgerinteresse- und beteiligung an politischen Geschehnissen bedeutet.Information and communication technologies have caused essential changes at the state level. The issue of new media and their influence on politics and society structure is a focal point of this thesis. The author put the emphasis on the aspect of E-Government, its definition and application as well as the development tendencies in Sweden. This Scandinavian country is described as the best example of Electronic Government and as the proofs; the author has presented reform improvement in the Swedish administration, government and health care system in the field of the information and communication technologies. Good Governance has been used as a theoretical basis because of its strong connection to the concept of E-Government. The author tries to find a common background and to prove that Electronic Government is an extension as well as an implementation of Good Governance main principals. The basic assumption of the thesis is conviction that Sweden can be seen as a model country of E-Government. The number of facts in the field of E-Government development has been given as well as statistic data has been presented and analyzed. The precise research and personal experiences lead to the conclusion that Sweden is the best developed country in Europe in area of information and communication technologies and could serve as a good pattern for other countries. The democracy principal, which can be achieved by using new technology initiatives, plays also a central role. This topic has been touched several times in this thesis because E-Government means not only a good governing but first of all direct citizens’ participation and their interests in political activities
